Meet The GEEREF Team
Governance: GEEREF is managed by its Board of Directors and all investment decisions are taken by its Investment Committee.
Advisory team: GEEREF leverages on the expertise and capacity of EIF as its Investment Advisor and EIB as its Sub-Advisor. The GEEREF advisory team is composed of EIB and EIF professionals who combine extensive experience in clean energy infrastructure investing in emerging markets, as well as in private equity and the management of Funds-of-Funds.
In addition to the named professionals below, the GEEREF advisory team is supported by a wider EIB/EIF network which acts as an integral resource for its activities on two main areas:
- Contributing to GEEREF's investment due diligence processes by providing separate independent risk, technical, compliance and legal opinions for each investment opportunity that it assesses; and
- Providing access to a comprehensive set of middle and back office resources.
Gunter Fischer
Dr. Gunter Fischer is coordinating the GEEREF Front Office team.
Gunter started the GEEREF Front Office in 2008, at the inception of GEEREF. Prior to starting GEEREF, he was managing Venture Capital and Private Equity Fund-of-Fund operations at EIF. There, he focused on setting up and running the ERP-EIF Dachfonds, EIF’s first external Fund-of-Funds mandate. Before joining the EIF, Gunter worked as Consultant in different sectors in the corporate finance practice of Arthur D. Little in Berlin.
Gunter holds a degree in business administration and a PhD in finance from the European University “VIADRINA” in Frankfurt, Germany; a degree in commerce from Reims Management School/ESC Reims, France; as well as a degree in Business Law from the University of St. Gallen in Switzerland. Since 2014, Gunter has been teaching finance courses at different universities.
Yamina Safer
Yamina Safer is part of the GEEREF Front Office team.
She joined the EIB in 2004 as a capital markets officer in charge of bond issuance in various currencies (including green bonds). Prior to joining the EIB she worked at Standard & Poor’s in London in the mutual funds department.
Yamina studied at the Business School of Marseilles in France and at the Sorbonne University, Paris. She holds a master’s degree in Financial Engineering and is a CFA Charterholder.
Quirin Sluijs
Quirin Sluijs is part of the GEEREF clean energy technical specialist team.
Quirin is a senior investment specialist with over 25 years of experience in renewable energy and energy efficiency, business development and financing. He joined the EIB in 2011, where initially he performed technical, environmental and economic due diligence for EIB's financing of energy sector projects, currently focused on renewable energy and energy efficiency investments worldwide. Prior to joining EIB, Quirin worked in specialised energy consultants and project developers as well as government agencies. Previously, he was resident specialist in business development and micro-finance projects in Central America and the Caucasus region with the International Labour Organisation and the European Commission.
Quirin holds a Master's degree in Mechanical Engineering with an additional specialisation in Development Technology from the Twente University, the Netherlands.
Dirk Roos
Dirk Roos is part of the GEEREF clean energy technical specialist team.
Since 2008, he is part of EIB’s energy advisory team conducting due diligence on EIB’s operations in the field of renewables and energy efficiency worldwide. He has participated in the set-up of dedicated RE/EE investment vehicles, project finance deals in the EU and Africa and procurement of fund managers and service providers for technical assistance. Prior to joining EIB, Dirk was senior environmental consultant with Environmental Resources Management in Brussels, Energy and Biodiversity Advisor with UNDP in South Africa, and project manager for an international oil company in the Netherlands.
Dirk has a Master's in Civil/Mining Engineering (Leuven, Belgium) and Petroleum Engineering (IFP school, Paris) and an EMBA from Cambridge, UK.
Eugene Howard
Eugene Howard is part of the GEEREF clean energy technical specialist team.
Eugene is a senior energy economist with over 15 years of experience in performing technical, environmental and economic due diligence for EIB’s financing of energy sector projects, currently focused on renewable energy and energy efficiency investments worldwide. He has participated in setting up two of the carbon funds co-managed by the EIB and is a member of EIB's social, environmental and carbon working groups in charge of policy definition and reviews, as well as EIB's climate change technical assistance facility. Prior to joining EIB, Eugene worked at the International Energy Agency, which he joined from Theodore Barry Management Consultants.
Eugene holds a double bachelor's in Mechanical and Industrial Engineering from University of California, Berkeley; and a Master's in Economics from London School of Economics.
