Cyrille Arnould became Head of the GEEREF team in 2009. Previously, he was a Senior Officer in the Africa Caribbean and Pacific department where he oversaw the development of private equity and microfinance portfolios. Prior to joining the EIB, in November 2003, Cyrille was a Senior Investment Officer at the International Finance Corporation’s (IFC) SME department, which he joined after four years with IFC’s Financial Markets Group, Sub-Saharan Africa Department. He was previously IFC's Senior Investment Officer based in Russia. Before joining IFC, Cyrille worked in Russia for the European Bank for Reconstruction and Development (EBRD), first as Investment Manager for Smolensk Regional Venture Fund and then as Principal Banker in Moscow. Cyrille holds a Diploma from the Political Science Institute and a Master's in Law both from the University of Strasbourg and an MBA from the Wharton School of the University of Pennsylvania.
Dr. Gunter Fischer joined the GEEREF team as Principal Officer in 2008. Before this, he was concentrating on Venture Capital and Private Equity Fund-of-Fund operations in German-speaking countries at EIF where he focussed on the management of ERP-EIF Dachfonds, the EIF’s first external mandate Fund-of-Funds. Prior to joining the EIF, Dr. Fischer was a Consultant in the corporate finance practice of Arthur D. Little in Berlin. Dr. Fischer is a CFA charterholder. He holds a degree in business administration from the Reims Management School/ESC Reims, France as well as a degree in business administration and a PhD in finance from the European University “VIADRINA” in Frankfurt, Germany.
Dirk Roos is an engineer within the EIB's energy project appraisal team which is involved in techno-economic due diligence for the Bank's financing worldwide. Over the past two years, he has appraised over 35 corporate and project finance deals in renewables, waste incineration, district heating, energy efficiency and gas transmission and distribution and has participated in the set-up of credit lines and a public-private Fund dedicated to EE/RE in South East Europe. Within GEEREF, he provides due diligence on technical, economic and policy aspects during appraisal, negotiation and monitoring of GEEREF's investments. Prior to joining EIB, Mr. Roos was, for nine years, a senior environmental consultant with Environmental Resources Management in Brussels with both technical and commercial responsibilities, two years as program specialist implementing UNDP's portfolio on Energy and Climate Change in South Africa, and two years experience as a project manager (downstream) with a major oil company. He has a double master's in Civil Mining Engineering (Katholieke Universiteit Leuven, Belgium) and Petroleum Engineering (Ecole Nationale Supérieure du Pétrole et des Moteurs,Paris).
Eugene Howard is a senior energy economist with 15 years of experience in performing technical, environmental and economic due diligence for EIB’s financing of energy sector projects. He is currently focused on the appraisal of renewable energy and energy efficiency investments worldwide. Projects include all modes of electricity production, as well as electricity and gas transmission and distribution, gas liquefaction, re-gasification and storage. He has participated in setting up two of the carbon funds co-managed by the EIB and is a member of the Bank's social, environmental, and carbon working groups in charge of policy definition and reviews He played an active role in setting up a pilot carbon footprint program at the Bank and is a key member of the EIB's climate change technical assistance facility. Prior to joining EIB, Eugene worked at the International Energy Agency (IEA) and which he joined from Theodore Barry Management Consultants. He holds a double bachelor's in Mechanical and Industrial Engineering from University of California, Berkeley and a master's in Economics from London School of Economics.
Mervin Chaumiere is part of the GEEREF legal support team. Mervin was previously, for three years, with the EIB legal group in charge of projects outside the EU. There, he advised on a wide variety of investment funds including private equity funds dedicated to SMEs, microfinance institutions, infrastructure funds and carbon credit funds in several jurisdictions. He also structured several debt financing transactions for electricity interconnection projects, transformation plants projects and water projects in Africa. He provided extensive support in the setting up of the technical assistance activity of the EIB for its microfinance portfolio. Mervin holds a law degree and has a combined Master in Law and Economy with a specialization in insurance, banking and finance from the University of Toulouse.
Nicolas Panayotopoulos is Legal Counsel at the EIF responsible for legal advice provided in connection with GEEREF. Nicolas joined the EIF in 2007 where, in addition to GEEREF, he is involved on a variety of investment transactions (structured finance, debt, venture capital) as well as on institutional matters. He draws on extensive prior experience as an attorney with Linklaters’ project financing department having advised on a series of energy, renewable energy and mining related projects across multiple jurisdictions. Nicolas holds law degrees from the University of Paris I (Sorbonne) and the University of Cologne (Germany) as well as a Master in Laws (LL.M.) from Columbia University in New York. He is qualified to practice law in France and is a registered attorney-at-law in New York (USA).
