Meet The GEEREF Team
The GEEREF team is composed of EIB and EIF professionals who combine extensive experience in clean energy infrastructure investing in emerging markets, as well as in private equity and the management of Funds-of-Funds.
In addition to the named professionals below, the GEEREF team is supported by a wider EIB/EIF network which acts as an integral resource for its activities on two main areas:
- Contributing to GEEREF's due diligence processes by providing separate independent risk, technical, compliance and legal opinions for each opportunity that it assesses; and
- Providing access to a comprehensive set of middle and back office resources.
Cyrille Arnould is Head of the GEEREF Front Office team.
Cyrille joined the GEEREF Front Office in 2008. Previously, he was a Senior Officer at EIB's Africa, Caribbean and Pacific Department, where he oversaw the development of private equity and microfinance portfolios. Prior to joining the EIB in 2003, Cyrille was a Senior Investment Officer at the International Finance Corporation’s SME Department, which he joined after four years with IFC’s Financial Markets Group, Sub-Saharan Africa Department. He was previously IFC's Senior Investment Officer based in Russia. Before joining IFC, Cyrille worked in Russia for the European Bank for Reconstruction and Development, first as Investment Manager for Smolensk Regional Venture Fund and then as Principal Banker in Moscow.
Cyrille holds a Diploma from the Political Science Institute and a Master's in Law, both from the University of Strasbourg, and an MBA from the Wharton School of the University of Pennsylvania.
Dr. Gunter Fischer is a Senior Investment Manager in the GEEREF Front Office team.
Gunter joined the GEEREF Front Office in 2008. Prior to that, he was concentrating on Venture Capital and Private Equity Fund-of-Fund operations at EIF where he focused on the management of ERP-EIF Dachfonds, the EIF’s first external Fund-of-Funds mandate. Prior to joining the EIF, Gunter was a Consultant in the corporate finance practice of Arthur D. Little in Berlin.
Gunter holds a degree in business administration and a PhD in finance from the European University “VIADRINA” in Frankfurt, Germany; a degree in commerce from Reims Management School/ESC Reims, France; as well as a degree in Business Law from the University of St. Gallen in Switzerland. Since 2014, Gunter has been teaching finance courses at the University of Luxembourg.
Mónica Arévalo is a Senior Investment Manager in the GEEREF Front Office team.
Mónica joined the GEEREF Front Office in 2013. Previously, she worked in the Africa, Caribbean and Pacific Department of the EIB and before that in the Mediterranean Neighbourhood Department, in both cases as project officer responsible for the financing of capital investment projects, with a specific focus on the infrastructure and sustainable energy sectors. Prior to joining the EIB in 2005, Mónica was a financial analyst at Schroder Salomon Smith Barney’s corporate finance practice in London.
Mónica holds a degree in business administration and an MBA from the Universidad Pontificia Comillas Madrid - ICADE, Spain; and a Master's in International Relations from the Instituto Universitario Ortega y Gasset in Madrid, Spain.
Aglae Touchard-Le Drian
Aglaé Touchard-Le Drian is a Senior Investment Manager in the GEEREF Front Office team.
Aglaé joined the GEEREF Front Office in 2015. Previously, she worked at EIF's social impact investing team and was exposed to capital investments in developing and emerging economies through her experience at both the EIB and the French Development Agency (AFD), within the Private Equity team of Proparco, where she also worked on renewable energy projects. Prior to that, Aglaé worked in strategic consulting (with LEK Consulting) and investment banking (with Rothschild & Cie).
Aglaé holds qualifications from the Institut d’études politiques (Sciences Po Paris), the École supérieure de commerce (Paris School of Management) and the Université de Paris IX-Dauphine. Since 2006, she lectures a class on Private Equity in Emerging Countries at Sciences Po Paris.
Jenia Ganzen is Office Manager of the GEEREF Front Office team, which she joined in 2013.
Jenia joined the EIB in 2008, where prior to becoming part of the GEEREF Front Office, she had been working as an assistant at the European neighbours and partner countries department and in the staffing division within the personnel department, managing temporary (interim) working contracts for the EIB.
Jenia holds a Master's in Russian/English-French Translation and an Interpretation Certificate from the Institut Libre Marie Haps in Brussels.
Eugene Howard is part of the GEEREF clean energy technical support team.
Eugene is a senior energy economist with over 15 years of experience in performing technical, environmental and economic due diligence for EIB’s financing of energy sector projects, currently focused on renewable energy and energy efficiency investments worldwide. He has participated in setting up two of the carbon funds co-managed by the EIB and is a member of EIB's social, environmental and carbon working groups in charge of policy definition and reviews, as well as EIB's climate change technical assistance facility. Prior to joining EIB, Eugene worked at the International Energy Agency, which he joined from Theodore Barry Management Consultants.
Eugene holds a double bachelor's in Mechanical and Industrial Engineering from University of California, Berkeley; and a Master's in Economics from London School of Economics.
Quirin Sluijs is part of the GEEREF clean energy technical support team.
Quirin is a senior energy specialist with over 25 years of experience in renewable energy and energy efficiency, business development and financing. He joined the EIB in 2011, where he performs technical, environmental and economic due diligence for EIB's financing of energy sector projects, currently focused on renewable energy and energy efficiency investments worldwide. Prior to joining EIB, Quirin worked in specialised energy consultants and project developers as well as government agencies. Previously, he was resident specialist in business development and micro-finance projects in Central America and the Caucasus region with the International Labour Organisation and the European Commission.
Quirin holds a Master's degree in Mechanical Engineering with an additional specialisation in Development Technology from the Twente University, the Netherlands.
Nicolas Panayotopoulos is part of the GEEREF legal support team.
Nicolas is Head of the Corporate and Institutional Affairs Division at the EIF, also responsible for legal advice provided in connection with GEEREF. He joined the EIF in 2007 where he is responsible for the legal and corporate aspects of external vehicles as well as for institutional matters. He draws on extensive prior experience, having advised on equity and debt transactions within EIF and on a series of energy, renewable energy and mining related projects across multiple jurisdictions as an attorney with Linklaters’ project financing department.
Nicolas holds law degrees from the University of Paris I, Sorbonne, and the University of Cologne, as well as a Master's in Laws from Columbia University in New York. He is qualified to practice law in France and is a registered attorney-at-law in New York.
Mervin Chaumiere is part of the GEEREF legal support team.
Mervin is a Senior Legal Counsel within EIF’s Corporate and Institutional Affairs Division. Previously, he worked with the EIB legal group in charge of projects outside the European Union, where he advised on a wide variety of investment funds including private equity funds dedicated to SMEs, microfinance institutions, infrastructure funds and carbon credit funds in several jurisdictions. He also structured several debt financing transactions for electricity interconnection projects, transformation plant projects and water projects in Africa. He provided extensive support in the setting up of the technical assistance activity of the EIB for its microfinance portfolio.
Mervin holds a law degree and has a combined Master's in Law and Economy with a specialisation in insurance, banking and finance from the University of Toulouse, France.
Mélanie Martin, a secondee from Luxembourg law firm Arendt & Medernach, is part of the GEEREF legal support team.
At Arendt & Medernach, she is an advisor in the investment management practice where she specialises in collective asset management with focus on UCITS and alternative investment funds structures. She advises domestic and international clients on the legal, regulatory and corporate aspects of the formation, development and restructuring of regulated investment funds and management entities.
Mélanie holds a Master's degree in International Law from the Faculty of Law, Economic and Management Sciences of Nancy, France; and a Master’s degree with specialisation in Finance from ICN Business School (Nancy School of Management).
Ioannis Tsakiris has a double role as Head of Institutional Relations for GEEREF at EIF and as GEEREF Board Member designated by the European Commission.
Ioannis joined the EIF in 2006 as a Principal involved in certain European venture capital markets that were under development phase. Then he continued as Head of Region in the Regional Business Development Division, responsible for South-Eastern Europe and is currently a Senior Officer in the Strategic Development & EU Policies Department. Prior to joining the EIF, he was Partner in Vectis Capital (2000-2006), a venture capital firm based in Athens with an investment focus in Greece and the Balkans and, before that, he spent 5 years in production, marketing and sales in charge of new products at S&B Industrial Minerals, a European major industrial minerals producer.
Ioannis holds an MSc in Mining Engineering from the National Technical University of Athens and an MBA from the Management School of Imperial College in London.
Eleni Zioga is part of the GEEREF operational support team.
Eleni joined the EIF in 2015 as Institutional Mandate Monitoring Officer focusing on the design, development and implementation of new mandates, as well as the operational supervision of existing mandates. Prior to joining the EIF, Eleni acquired 10 years of experience in accounting and audit. Eleni was a Supervisor at TMF Fund Services Luxembourg, where she led the Fund Accounting team for Private Equity and Real Estate Specialised Investment Funds. Previously, Eleni was an external auditor at KPMG Luxembourg and PwC Athens, Greece.
Eleni holds a degree in Business Administration with specialisation in Accounting and Finance from the Athens University of Economics and Business.
Eva Chrysanthou is part of the GEEREF operational support team.
Eva joined the EIF in September 2015 where, in addition to GEEREF, she is involved in coordinating the corporate activities of the funds under mandate by the EIF. Prior to joining the EIF, Eva worked for Intertrust Luxembourg where, as Senior Relationship Manager, she was responsible for a portfolio of clients and for the set-up and management of companies in Luxembourg. Previously, Eva gained experience in corporate secretarial services during the years she worked for PwC, both in Luxembourg and Greece.
Eva holds a Bachelor degree in Law from the University of Thrace, Greece.
David Pin is part of the GEEREF risk management support team.
David joined the EIF in 2003, where he is currently a senior risk manager leading the risk management activity for its private equity transactions. Previously, David was heading the EIF's monitoring and administration unit for private equity transactions until 2008 and, prior to that, he was a senior auditor at PricewaterhouseCoopers and an internal auditor for AXA.
David holds a Master's in Business and Management from Neoma Business School Reims (Reims Management School) in France.
Dunja Dolanjski is part of the GEEREF risk management support team.
Dunja joined the EIF in 2015 as risk analyst on EIF's private equity practice. Previously, she worked at EY as Manager responsible for running audit projects, initially in the Zagreb office and subsequently in the London office.
Dunja holds a Master's in Business from Zagreb University, Croatia; and an ACCA qualification.
